Yes, however the week number is defined by a standard which defines weeks to begin on Monday. Displaying them on Sunday would be technically wrong, as they'd have to refer to the week after the Sunday it'd display on for them to make any sense at all.

The "Week #" link is historically displayed on the first day of the week. Currently, it always displays on Monday.
