backend config would be calling out my email certs, and can't find a
likely suspect. The handling could definitely be better here...still
can't add a responsible user to a queue!

- Run sql setup & copied conf/*.php files.
- Went to whups configuration screen.
- Added 1 extra state and 1 extra priority on initial config (see
states.gif and priorities.gif).
- Went to Tickets->Admin page.
- Created a queue.
- Clicked link "Edit the users responsible for this queue".
- Got the ugly whups.gif page, with multiple errors, and I'm
show-stopped from adding responsibles to queues.
