permissions, not about whether or not it exists. Anyway, the statuses
are there in registry.php for a reason; if the app isn't there, mark
it as inactive.

listed by their display name, I do get a list of all applications;
installed/active and those not installed (probably marked active in
registry, but there's no application there). So the report is
definitely not bogus.

A user can select which application to be set as the initial
application when s/he logs into Horde. The list includes "all"
applications, and not just those to which s/he has access to. It would
be less confusing if only accessible applications where listed in that
selection box; and also if their "Human name" was displayed, instead
of their "Horde name".
