Please be more specific about what you think is currently not working. 
You already have an RTL message pane if you use an RTL language.

I have not seen any tools that enable writing messages in RTL (Right 
To Left) languages such as Hebrew, Arabic, etc.

I did see that the characters are supported, but in order to 
write/read such a message, you would need some mechanism that would 
switch the paragraph direction. Things can get a bit messy when you 
combine RTL and LTR words in the same paragraph, but these things have 
been solved in open source applications such as OpenOffice and Mozilla 
Thunderbird.
