I've this problem too. I tried to put a print_r($_SESSION) and 
print_r($GLOBALS), but I couldn't see anythin why it changes language, 
because all settings were still on german.

Could it be that horde sends a http request on behalf of the user
with the default parameters of the web server?
It does indeed send a HTTP request to retrieve the attendees' free 
busy information, but I don't see how this could change the language 
of the attendees screen.

No, but try restarting the web server.

At first the "Edit Attendees" window shows the dialogues in the 
correct language. The problem occurs after doing any action in the 
attendees window. It often happens after choosing an attendee with 
incomplete information, for example an attendee without freebusyURL.

Horde is configured for the German dialogues. But the language of the 
attendees popup window changes sometimes temporary from German to 
English.



Do you have any ideas?
