Yes. But looking this wider, I think if the user has turned the alarms 
off, the alarms should not be populated.  Another reason why is I 
purpose to set a the default notification method (maybe is better to 
so set in as a default value of a preference) is usability. When users 
set the alarm, is logical that  they aspect a notification. So we 
should tour it on by default, and then tell them how to manage 
notification methods, not to wait their complain and say “yes but you 
must turn it on”.

I haven't looked closely yet, but wouldn't this cause a notify even if 
the user turns notifications off?
