That would cause an unnecessary (and potentially failing) request to pear.horde.org on every call.

When running install-packages.php, this error is displayed, and the script fails. channel can be added using "pear channel-discover pear.horde.org" and then the script run successfully. Maybe should you had this command to install-packages.php ?
