Probably happens because we unset() inactive apps to keep them out of 
the registry config entirely.

No, if there is no technical reason, get('icon') should work even for 
inactive apps.

When an application is marked 'inactive' in the registry, the 
get('icon', $app) call returns useless results.  Was that intended?

If an application doesn't have an icon, it's a bug in the application. 
And the apps you mention all have an icon.

Not all applications have images defined so the setup screen shows 
broken images for apps like juno, ansel, chora...
