This is already a user preference in IMP, obviously only for client side filter backends (IMAP).

Current version of ingo (and from what I could gather from the roadmap the development version as well) must be executed manually. It would be nice to be able to create a rule and be able to select a checkbox so that the rule will be executed automatically next time the inbox is opened
