IMP 4.1.1 was released in April, so while they may have reported it, 
they haven't done anything to track fixes (two more versions have been 
released since then).

I have a problem with Horde Webmail (Internet Messaging Program IMP H3 
4.1.1) integrated in cPanel Build 10.8.2-STABLE 120. The issue is that 
the character encoding is not applicable with the accented characters 
used in Personal Information options in Horde.



For example my name is "Daniel Andrés Rebolledo Hernández" (spanish) 
when I put my full name with accented characters in the "Personal 
Information" option of Horde i can't send e-mails anymore, only 
receive (the system says that "the e-mails has been sent", but really 
don't work).



If i edit my name edit to Daniel or anything else but without accented 
characters, Horde works again, and i can send e-mails. I report that 
to my webhosting provider in april of 2006, tech area says that the 
bug has been reported to Horde developers, but the problem persist.
