Yeah, this worked for me fine in 1.4.9 too. But after upgrade to 
1.4.10 it doesn't. Thanks anyway.

Strange, this used to work fine in older PEAR versions. I changed the 
date to a future date though.

This should only be a problem when running `pear package“.

This patch fixes invalid date in CLI package.xml and resolves install 
issues with PEAR 1.4.10 (http://pear.php.net/bugs/bug.php?id=7640)
