You didn't update your horde/config/prefs.php file from prefs.php.dist.

Fixed in HEAD, FRAMEWORK_3, and will be in 3.0.10 if it is released.

After updating Horde from 3.0.6 to 3.0.9: In Locale and Time options, language selector shows strings as they looks in nls.php. For example: Russian (Русс&#x043a...etc P.S. Queue version 3.0.9 is not present in your whups
