It is not. After adding new ticket user can't change ticket state. Only History, Comment and Watch tabs allowed. And I can't find permission for changing ticket states. Horde is 3.0.9.

You only get the other states if you have the permissions to set them later anyway.

Adding new ticket, user can set the ticket state (Unconfirmed, New, Assigned). I think, adding ticket it should be Unconfirmed state only.
