Okay. I'll turn this into a slightly more verbose enhancement and keep 
it around, to make sure that the various permission levels on either 
the whups app or on specific queues are honored in terms of what 
actions are available.

First,i wanna say sorry about the short description.



In out situation,we don't want to give all of actions(  History   
Update   Comment   Attachment   People   Set Queue   Set Type   ) to 
auth-users in our bugs track system.Since some of them only need 
History,Comment actions and others need Update so give part of actions 
to auth-users maybe much more flexable.

The bug system is not the place to ask questions. Bring this up on the 
whups list. If something is desired, a detailed enhancement request 
can be created.

Is it make sense to have state & type permission in whups? If it 
is,have anyone plan to inplement it in the furture.
