resolution is to remove "clients" from turba's "provides" line in 
horde/config/registry.php.

In the latest HEAD of Whups, 20040913, I have run into a similar 
problem; except that when I create a queue, I cannot select clients at 
all. The selection box is empty.



What other effects does disabling "provides clients" have? Are there 
any "drawbacks". It'd be nice to get Whups working properly here.

This is because it currently is necessary to *use* clients if the 
client API is available. I think this should be changed or at least be 
configurable, but for now it's enough to remove the "clients" from 
Turba's "provides" setting in config/registry.php.

No matter enable or disable "Can tickets in this Queue be assigned to 
any client?" in whups/admin/queue edit. Auth-User who already have all 
permission in whups application & queue level still could not create 
ticket ,the error message is:

  There are no clients associated with this queue; until there are, 
you cannot create any tickets in this queue.
