This the the method to re create the bug here at work:
1) Make sure that freebusy works for every users in your groupware.
2) Create an event and add attendees for it and toggle on the email
notifications for attendees.
3) Set the time of the event to the whole day (third option).
4) Submit the event.
Normally if freebusy is well configured on your server, it will send
email notifications to every attendees.
5) Login in one of the attendees who received the email
6) Open the event-invitation.ics inside horde
7) Look at the start date... here it's 1970 1 jan
Now modify the event and put a start time and a end time, save, it
will resend the notification to every user.
8) Check the file event-invitation.ics inside horde
9) Dates are correct now...
