I don't know how cluttered you want to make test.php but this test 
might save someone some time.  After cloning an install to a new 
server, I spent way too long figuring out why the weatherdotcom block 
wouldn't load, only to find out that I didn't have the Optional (for 
Services_Weather) XML_Serializer module installed.
