Translations don't work on some systems, because newer systems have
locales like "xy_XY@euro" instead of "xy_XY". Horde has in nls.php
only the old style xy_XY locales listet.
@euro locales are *always* additional to the old style locales.
As a result the right locales for some selected languages are not
properly set. It is hard to reproduce the error on a different system
with other locales.
We actually use locales specifying the exact charset, which is much 
safer than using @euro locales that are only an alias for using 
languages with the iso-8859-15 charset.
Suggestion: The locales list in nls.php is created from the installed
locales.
This is not possible in a portable manner.
