On the other hand, yes, Jan is right. As your arguments partially 
destroyed my faith in my suggestion :) I'll leave it to you to decide.

Also our current javascript detection doesn't actually check if 
javascript is enabled or disabled - just if the browser supports it.

This would probably be a compromise, but isn't it bad usability to 
show *no* hint what the drop down list is for?

Then maybe also check if access keys are enabled, only then show this 
button. I know a lot of people that don't use access keys.

I used to have this same idea, but then Jan pointed out the accesskey 
to me and I use it all the time now - if you take away Open Folder, 
you remove the ability to easily change folders without moving from 
the keyboard.

I don't know if this is a good idea, but we can save menu space in 
IMP, by not showing Open Folder icon/button if browser is JavaScript 
enabled.
