Don't configure mbstring to use anything than the default charset in php.ini.

i do have both of them iconv and mbstring i checked this, is there a 
special mbstring config in php.ini to set for turkish?

hmm .. i dont understand iconv extension already comes with php

When logged in with Turkish option, email body can not be displayed, 
it is interesting that still  has turkish encoding problems for years
