After a little investigation, my solution is unnecessarilly complex
anyhow. Can just use categories I think rather than messing about with
states and have a single permission for 'Resolve'.
Devs yell if you have any comments please.

bug as resolved. Making this a more generic item, we have:
* Create a queue sub-permission of 'stateChange'
* Allowed sub-permissions of 'stateChange' would be the defined states
for that queue
The permission should apply to the state the user is allowed to change
a bug to.
