Currently, bugs can only be assigned to:



1. Persons marked as responsible for a queue

2. Groups the authenticated user is a member of



This patch creates a config option that allows a bug to be assigned to 
any defined group. We did this because we need to be able to hand off 
bugs across departments so that, for example, 'Technical' can assign a 
bug to 'Quality Control'.
