The PHP session auto_start was turned on, turning it off solved the problem.

After installing horde-HEAD-2005-06-25 and
horde-FRAMEWORK_3-2005-06-25 snapshots on a default Suse 9.2 with
apache2 and renaming config files from .dist to .php, I have managed
to log into horde as Administrator.
However, after I configure auth driver as "su" or "imap" and logoff to
log-in as normal user, I get redirected back to login screen.
However, /tmp/horde.log show sucessful log-in.
Test script also shows session-counter increasing.
