creates empty permissions.
After a HEAD update something has happenened with the permissions.
Only the administrator can see all modules, all other users have
pretty rough restrictions (e.g. no webmail permission).
Even as Administrator I can't see my addressbooks, turba doesn't offer
any of those in backends.php.
This seems to correspond with this new feature

patch, you will be able to edit all permissions for a single user.
When you go in Configuration -> Users, a new icon will be showed that
open a popup with all permissions available on the server.
