Looks like that is set correctly. I should prpbably also mention that 
this installation was an upgrade from horde 2/imp 3 to horde 3/ imp 4

Works perfectly fine for me here.  All folders are expanded when i 
login directly to the folders page.  Verify the value of the 
'nav_expanded' preference in your preference backend.

I have set the option to have a list of folders displayed upon login, 
rather than my inbox ("Login Tasks" -> "View or mailbox to display 
after login" is set to "Folder Navigator"), and I have "Expand the 
entire folder tree by default in the folders view?" set to yes under 
"Mailbox and Folder Display Options", yet when I login I am presented 
with an unexpanded folder view. I have to click "Expand All" to see 
any subfolders. Expected behavior is for this list to be expanded 
automatically upon login, as per my preferences.
