David: please create new tickets for specific bugs, especially since 
this is likely relevant to any custom permissions. and please use more 
words.

When add second group to "Assign" or "Update"  permissions .All groups 
name added to permisssions were not display.

Looks good to me. I think we might want to add default permissions to 
let all authenticated users update/assign, to preserve previous 
behavior. Thoughts?

Sure. You have two options - you can add children of the base queue 
permission, or you can extend the PERMS class like several other 
applications do (Giapeto, etc.), and add new PERMS_ constants for the 
necessary attributes on the queue.

Only that I didn't think that I could do it with the perms api.  Is it 
possible to apply permissions to a single attribute an a queue rather 
than the entire queue ?

Is there a reason you did this with new database fields instead of 
with creator permissions and the regular Perms api?

The attached patch allows on a per queue basis restricting ticket 
requesters from updating the people and update tabs.
