This feature already exists in the HEAD code for the Net_IMSP
framework package.

looks like this was checked in as a Net_IMSP change by mrubinsk on 4/12.

Our users don't have IMSP addressbooks by default, and when try to use
IMSP in turba, they get the following error in Turba..

Login to IMSP host failed.: Default addressbook is missing!

And it's happy to keep repeating that often.

If we issue a...

     CREATEADDRESSBOOK username

on the IMSP server, it works.  So, could Turba either create a default
addressbook for the user if one doesn't exist, or present the user w/
the option of creating one if one doesn't exist?
