This confirmation popup exists for at least a year now.

One of my users complained that it wasn't as obvious as it could be that you need to hit the Attach button after specifying the file you want to attach. At the very least, the UI should pop up a confirmation dialog if you select a file and hit the Send button without hitting Attach first, to make sure you really don't want the file attached to your message.
