State ⇒ Not A Bug
POP3 requires you to download all messages in a mailbox to figure out
what is in that mailbox. If the performance issue bothers you, switch
to using IMAP.

I let imp fetch my mail from a pop account (gmx.de).
I receive some fun mails there that are too big for imp (6MB). Imp
downloads all mails up to that mail and then stops. When I let imp
fetch again. It gets the same messages again (and again and again).
It does that until i delete that big message.
My server is a hosted one, so download speed isn't an issue. I have
seen download speeds up to 5 MB/s on it.
Hope I could help, if you need any further information, I'll be happy
to provide them. Keep up the good work :)
