Changes have been made in Git for this ticket:

Bug: 9910 Fix editing settings of fixed portal blocks.
Disabled form fields do not send their values on form submission.

It should still be possible for the user to edit the block 
configuration and move the block. He is not allowed to delete the 
block or change the block type.

Then it should not allow editing of the block completely. Because now, 
if I try to save it, the block is partially removed and I can only see 
"Horde is not enabled" in the block area. If I edit it again, I can 
add the block back. And this goes in circles.

Sort of sounds like the expected behavior (minus the error message 
received in the logs).  But I leave this to someone more familiar with 
the initial Block design.

When editing portal blocks which are locked by Horde configuration, 
you cannot set any parameters. This is true at least for IMP summary 
block.
