I think there definitely needs to be an indication, maybe with a checkbox that can be unchecked to change your mind and send without it. But if there's no indication, I think people will wonder if something is broken - people generally want the feedback (visual or otherwise) to indicate an action took effect. My intention (if not clear in the initial post) was to either "lock" the attachment somehow (i.e. disabling the remove button; preventing the link to view the part contents) or to show an icon/status somewhere on the page that the Forwarded message will be attached.

Maybe an indication that original message is attached, but disable deletion and viewing the attachment contents (since it is just message/rfc822 text - not very useful)
