Horde sends back the cookie domain (i.e. the complete IP address) 
correctly. What the browser does with it is up to the browser.

Use Safari to attempt to log into Horde via IP address (as opposed to 
logging in using a domain name).  Safari will not supply the auth_key 
and Horde cookies which are required to complete log in.

The cookies are stored by the browser with a location like .n.n.n.n 
(note the leading period).  Cookies with an IP address location that 
does not start with a leading period are supplied by Safari to Horde 
normally.
