Blacklist/whitelist are special, because they are not directly used from Ingo, but called through the registry. Other applications might provide those services. Thus you have to remove the blacklist and whitelist entries from Ingo's 'provides' stanza in horde/config/registry.php.

when the forwarding rule is disabled in in ingo/config/prefs.php, it is not displayed anymore in the top menu of ingo. But if the whitelist / blacklist rules are disabled, they are displayed anyway. It would be fine if disabled rules will be hidden since they do not work. I have not checked how spam and vacation behave.
