OK. But the problem remains in my setup. Only thing is I applied the 
patch file instead of using upgrade option for my Horde Webmail 
Groupware setup.  I will try with Upgrade option and let me see 
whether that makes any difference.

It was accepted as a bug only because there was a bug.  What made it 
to work?  Following are the conditions during which the user faces the 
problem.



1. user has selected text based composition (not HTML).

2. A mail is received which is in HTML form.

3. User wants to reply to that mail and faces the problem mentioned.



Please update me whether all these conditions were there when you tried?

It still does not work for me.  I have recently upgraded to Horde

Webmail Groupware 1.2.4.

User has selected Text based composition by default.  But, when an any 
  HTML message comes and when he tries to forward/reply to that mail,   
HTML composition window comes, but option to select the stationary   
does not come.  However, if he makes 'HTML composition' as the   
default, stationary selection option comes.
