IIRC, this is a limitation with the Horde 3 MIME library. I don't have a bug cite handy, but I remember there being an issue with stripping/accessing MIME parts associated with a compose message because the MIME ID generation/lookup is limited/crippled in 3.x.

Having attachments automatically stripped when saving messages in sent-mail strips the wrong attachment of PGP signed messages. The signature is stripped instead of the real attachment.
