You are attempting to run Jonah HEAD with a FRAMEWORK_3 Horde install. Jonah currently requires Horde HEAD to work properly. There is an unsupported Jonah branch (or maybe it was just a tag, can't remember) in CVS that should work with current framework_3 code.
