Done (not sure why I was assigned this ticket since I don't have any real attachment to the cipher code, but it was an easy enough fix...)

Playing with Cipher i have noticed that default Cipher _blockMode is incorrect, because it is in uppercase. It generates an error in Horde_Cipher_BlockMode factory method.
