I've definitely fixed the 'superfluous prefix' portion of this ticket. 
  Don't know if it fixed the second portion as well.

Maybe related, maybe not: I have a special top-level folder with 
umlauts. It's rendered utf7-imap encoded in the interface. Any other 
folders with non-ascii chars are rendered correctly.

The summary portal block currently shows (translated) INBOX prefixes 
for all folders, if they are in the personal INBOX namespace.
