Actually this just seems to be an issue with the New Message link in 
IMP; probably because of the use of javascript: in the href. 
accesskeys.js only triggers the event once, but I still get two 
windows. Also, one of them is blocked if I let firefox block popup 
windows; the other still opens.

On New Message-type links (anything that doesn't trigger a page 
reload) the action is performed twice.
