I don't follow. Please describe the exact steps that you do, and which 
error message you got and where.

Unexpected error occurred in /scripts/setup.php

#!/usr/bin/php -q Must be run from the command line

This error occurred in setup.php on Windows Vista, IIS7, PHP interpreter.

Your application looks great, however setup doesn't look too good, and 
it just makes me wonder if you packed every compatible operating 
system platform into one tarball, leading to incompatibility with my 
web server setup.

I don't know why this error occurred.

I've run the setting in CMD.exe, with the arguments (in Windows 
format): C:\PHP\php.exe -q

All that appeared was a blank screen on CMD.exe from the command and 
all my sites blinking off for 30 seconds.

I believe I'm running beta, if not the last version.

Please help.

I need horde webmail to keep my visitors on my site (I'm using webmail 
for them to access my e-mail server's mail directly from the site).
