monospace is, by default, unreadably small on many platform/browser
combinations.
it's not true... it's based on browser preferences... and the default 
it's not so small: for example on firefox is 12
And saying that we should only use it so that people
can choose their own font is the same as saying we shouldn't specify
anything other than serif or sans-serif. This is what themes are for.
you have reason... but i was talking of defaults: the file screen.css 
that a theme can overload

fixed font font-family on css of all applications must be "monospace" 
(not courier), so everyone can customize it in his browser
