I'm sorry, I don't follow. What does, what you've written, to do with 
attachment limits?

Accept attachments in mail,when ticket was created/update via
mail-filter.php .
This has already been implemented.
Limit what kind of file type,Max. size for attachments can be accepted.
This still would have to be done. I would only limit on size though.
I wonder if we should simply take the PHP upload limit, to have the
same limits through the browser and email interface.
After change the DefaultUser from mailnull to nobody in /etc/mail/sendmail.cf,everything work fine now.
mean while there is no any error/warning message return or display in  horde.log,so it's pretty hard to find the way in.
