The solution is to configure a valid VFS backend in horde/config/conf.php. I had the same problem. Changing the VFS backend from "None" to "Files on the local system" worked.

After I logged in, I got such message: " * Mail is ready to perform the maintenance operations checked below. Check the box for any operation(s) you want to perform at this time. [ ] All old linked attachments more than 6 months old will be deleted. ". I have checked "An old linked ...." and clicked "Perform Maintenance Operations".
