When user has a right to create a new ticket, he automatically gets
the right to choose a ticket state - there seems to be no permisson
type to allow/disable this, so any user can for example create a new
ticket which claims to be in assigned or accepted state. I think the
new ticket should be Unassigned or New only before it is changed by
the queue admin.
This is a duplicate of request #1857.
In addition, there seems to be no mechanism to automaticaly assign
new tickets to persons or group of persons with admin rights to the
queue, right ?
This can be done now with the ticket update hook. An example hook 
would be nice though.
