Attached public-keys to a mail don't get encrypted with the receivers
public key, like any other normal attachment. however in my opinion
they should be treated as any other normal attachment and being
encrypted as well. as due to my understanding an attached public key
is nothing else than a normal attachment.

So if I choose to encrypt my message I expect that all attachment are
encrypted, so also an attached public key.

However I'm not sure how the exact specification of attached public
keys is and couldn't currently find one. However it seems to be rather
logical to encrypt all or none, like many other mailer do.
