I went ahead and made it behave like this for all numbers of repositories, not just > 4, and I moved the drop down to the top right to mirror where similar tools are in other Horde applications. What do you think?

This patch changes the display of multiple repos from a text link list to a drop down menu that submits on change when the number of repos defined in sourceroots.php is atleast 4.
