is not configured to send all attachments as link, but when the user
select "Link Attachments? Yes".
So, the menu should initially be (note that "Link Attachments?" is the
first choice):

Save Attachments with message in sent-mail folder? No
If then a user select Yes to "Link Attachments?" the second choice
should disappear, showing only:
Link Attachments? Yes
