Control Vacation rule activation state from within Vacation

editing window.

There should be an indicator on the editing page of

the state of this rule.  The user should be able to set the state from
this page.

The available choices should be state-sensitive; if the rule is
active, they should be:

"Save changes and leave rule active"

  "Deactivate vacation message"

"Return to rules list abandoning unsaved changes"

If inactive they should be:

"Save changes and activate vacation message"

"Save changes and leave rule inactive"

"Return to rules list abandoning unsaved changes"
