Content-disposition headers are in fact prioritized. I think the
"click here to see a thumbnail" is fairly useless; you might as well
click to the the larger image initially.
I'd bet Chuck's comment about not making it configurable was made
because this would make one more configuration option for the
end-administrator and one more variable to store for a
not-so-essential feature.
IMHO it should be decided according to Content-Disposition header and
then to user's setup.

The only objection that I may have to it is that there is no option to
turn it off / disable it for installs without proper resources. Let me
know what you think is appropriate and I'll add it.

Currently, messages with images have links in the body: "View Thumbnail
A large image named 19.04.06 046.jpg is attached to this message.
Click HERE to view a thumbnail of this image."
I really dislike that as if I have to click on every image
individually to see a tiny thumbnail, I may as well just click on the
full size images.
Would be great if there was an option to show all thumbnails straight
away in the body (performance hog, but very useful) and the link would
be to show the full size.
