Stalling this for now, barring a bounty (or other sponsorship) or new 
code contributions, alternate drivers, etc., this seems unlikely.

Would it be possible to extend the VFS quota driver to allow the 
changing of quotas per user, instead of globally?  This way, if a user 
required a larger quota, it could be changed for just that user.  How 
difficult is something like this?
